Decision
Phase 15 recommendation upheld: Not ready for production launch.
The Phase 15 evidence reports 1 unresolved Critical, 21 unresolved High, 17 unresolved Medium, and 2 unresolved Low cumulative issues. The Phase 15 defect register has four resolved findings and one open High aggregate acceptance blocker, P15-005.
Verification performed in Phase 16
- Verified the supplied Phase 15 manifest before modification.
- Executed 18 dependency-free repository, contract, localization, route, RTL, content, integration, environment, security, privacy, metadata, and static-audit commands successfully.
- Confirmed zero static secret-scan findings in the final source tree at the time of review.
- Attempted to provision pnpm 11.9.0 through Corepack; the registry request failed because the environment has no package-registry access.
- Confirmed the available runtime is Node 22.16.0 rather than the required Node 24.17.0.
Result
The engineering evidence gap is reduced but not closed. Dependency-backed tests, browsers, accessibility automation, visual baselines, performance measurement, production build, deployment rehearsal, rollback rehearsal, and human review remain unexecuted. Business, legal, operational, and infrastructure approvals remain absent.
